If you were having problems with trespass from an abutting property... you wouldn't ask the neighbors to restrict the problem?

LRCT didn't seek to govern... they sought the ''management'' team of the lake to govern.

That team/process is their choice... but they will need to weigh it with the additional costs of policing that their ''guests'' do not infringe on the property rights managed by LRCT.

It is a pretty straight forward process much as it would be with any other two abutting ''neighbors''.
