Really? ..... pfd or a noodle..... why not tell them what they lawfully really need.
NH doesn't require boaters to actually be wearing a pfd ..... just to have it on-board and accessible ...... so's why not apply that same logic to motorcycle helmets ...... no need to wear a helmet ..... just have it accessible and carried on the motorcycle ..... no substitute for a genuine federal approved helmet?

When you flip a kayak .... is probably a lot easier to grab onto a 44" long noodle than to grab onto a pfd that you were not wearing.
