Ok. I edited the post to be more complete, or did I screw up any other parts of what I thought was a simple question?

When I said "licensed" I meant whatever license may be required.
When I said "captain" I meant the person running or operating the boat, steering it, hands at the helm, or the person in charge from a boating point of view.

So I figured "licensed captain" was clear enough? LOL
