It's a problem everywhere. All the codes are changing a lot more than they have in the past.

Zone 6 NH is changing the exterior insulation requirements for new construction, with a State form for all the municipalities that do not have code enforcement officers.
And everyone is challenged by the Energystar 7.0 requirements later this year for windows and doors.
