I can't tell you for a fact, but I believe it would be extremely difficult. It's hard enough getting the first shot in your home state, but imagine how tough it would be to obtain a second shot in a location where you didn't get your first shot.....
Some States are requiring Driver's Licenses to prove identity and qualify for their eligibility in the State in question.
