The issue with potential rolling blackouts is the premature shut down of generation for green points, and the insufficient pipelines for ng again due to politics.

Quite a few expansion and outright new corridors have been approved in the last two/three years (mostly this year as the pricing has made the ROI worthwhile), but many are being placed on hold due to lawsuits, and others are being outright cancelled as prices are starting to subside below the ROI threshold.
