Call the MP and the US Fish and Wildlife Service. It's a federal crime, the FWS has jurisdiction.

While killing anything just to kill it is obviously in poor taste, I must say that the loss of one of these pesky geese doesn't bother me much. Fortunately, it wasn't a loon.
