LP, I think you are on to something here. About 10 years ago, when you registered your snowmobile, you had to sign or initial the
back of the registration (in addition to your signature on front). The signature on back indicated that you had read the information that was printed regarding OHRV Operating Under the Influence (OUI) laws.
They could easily do the same on the back of marine registrations. Having the person sign it makes them responsible for the knowledge of the info printed there.
