Why not take the shotgun approach? There are bills pending to ban cell phone use and mandate seatbelt use. Might as well enforce these laws for boats as well as the speed limit.
Why don't we all just sit home and be safe from the dangerous world...speeding boats, motorcycle riders with no helmets, cell phones, smokers and global warming - isn't that what the government, insurance companies, liberals (and media for that matter) want?
