Your numbers don't add up. For last year, the three numbers are wrong. For both years, the three don't add up to the stated total, as neither includes the "Municipal" part. For this year, that is $2.33, compared to $2.11 for last year. Last year's total was $7.13. All the numbers may be seen here:
