I think it would be fair to say that this has little or nothing to do with speed limits and a whole lot to do with the economy and gas prices.

If in fact the TV report mentioned by
EricP of a 20% reduction in boat registrations this year and
SAMIAM's local observations correspond then it does have something to do with speed limits since the only source of funding for the NH Marine Patrol is revenue generated by boat registrations! A 20% reduction in funding as the NHMP is being asked to do more...?
