They used to estimate the usage at 100 gallons per registration and transfer 50/50 to those general funds.
As far as I know, the refund applies to any off road use and you just fill out the form. Tractors and lawnmowers would mostly apply to contractors who use more gas, but you can fill your 5 gallon can and use it for several off road purposes. The form says no refunds less than $10, so for most home users it doesn't matter. My recollection is that 30% of the estimate of non-refunded road tax goes to F & G and the rest goes to the state general fund. Bureau of Trails is part of F & G, and I think they have some internal latitude as to how the money is split up.
