There's a distinct difference between chartering, where you are in control of your vessel and the passengers, and renting, where the renters are in control of your vessel and their passengers.
The former could work, but the ROI will most likely be very low after all the extras—insurance, fuel, overall wear and tear on the vessel, etc. Still, the risk is much less.
The latter is a recipe for disaster, as others have stated.
