Since there are special licenses and testing for motorcycles, commercial trucks (different classes of licenses for different classes of trucks), etc., perhaps it's time for a real license for operation of a boat. We all know ignorance of the law is no excuse but if anyone wants to be ignorant, just don't let them operate a boat!
