I've got a 2006 Honda Metropolitan motor scooter that "cruises" at about 28+ mph. I got it up to 35mph once on a downhill (Stark St in Laconia) - stopping at the bottom with mechanical drum brakes front and rear was interesting. But the less-than-$5 registration fee (moped) plus not having to get an annual inspection (yes, i do inspect it regularly anyway) must have some value...
