You mean the MA Senator, who was born in Maine, raised in Rye, and lived in MA?
I was born in MA, of parents from CT and VT, who lived most of their lives in NH (my mom always talked about her VT Yankee Democrat upbringing, which was a different democrat definition than exists now). I lived in MA, raised my family there, am now a resident of NH, where I always wanted to be. Am I an "outsider" too? What does it take?
