Maybe radar should be mandatory?
I suggest, no boats on the lake without radar, GPS, Chartplotters and night vision gogles. If you don't do
everything you can to prevent a collision, then you are obviously negligent. We can't let lack of a few dollars prevent safety, can we put a price on a human life?
