Bears don't "truly" hibernate....biologists regularly, wake them up by drugging them to weigh the cubs, if there are any. More like a long nap interrupted by short trips out of the den. If there's an easy, food source, all the better.
That looks like last Spring's cub with a young sow...perhaps she didn't get bred last season and had no cubs this winter. All speculation, of course...
