The brakes on the trailer portion are on when there is no air pressure. It is the air pressure that releases the brakes. As far as pool water, I just refilled mine last year after changing my liner and dug well would take a few days to fill my pool and put hurting on the well. My pool water supplier gets their water from the city of Manchester so it was already "conditioned" and no treatment was needed until it needed more chlorine. Not cheap but its the way to go for many of us pool owners. I see the tankers all over the place this time of year.
