The European 914S version was last made in 1976: first gear would take you to 50-MPH.

There was a four-cylinder "914S" shipped to the North America market.

I drove two different 914/6 models to Lake Winnipesaukee. On a whim, I left the race course at Pease AFB and drove my 1970 914/6 to check on our old cottage. The folks had sold it away earlier. But as a result of that 914/6 tour to Wolfeboro, I learned that the new owner was in bankruptcy court and we made an offer shortly afterwards—that got accepted! Then I had to scramble to find the money

You may be describing the 924S. At the time, the 924 was described as the "best-handling Porsche". (Perhaps by those who never mastered the 911S. )
