Most oil companies send out two guys, one experienced and one in training but when they are busy that inexperienced tech has to go out on his own and sometimes it takes 2 or 3 times to get the problem fixed. I've had oil heat in all my homes for the past 35 years. I've seen the good ones and I've seen the not so good ones. Right now I have a good one but he just got a city job so he does it on the side. For how much longer, I don't know but I'm keeping my fingers crossed.
