Fifty years ago, New Jersey had
State Run inspection stations. (Maybe they still do..?) The State performed the inspection in their own facility's.
There was NO Incentive for the facility to FAIL you to line their pockets.
Any repairs required were done by an outside repair shop of your choice. I'm not a big government person at all..BUT I think this method would keep the repair shops a little more honest.
