They call that "thundering". There are actually clubs for these people built around this activity. They are called "thunder clubs". And they have forums where they brag about who is the best "thunderer". I swear this is the truth. You can't make this stuff up.

I can't speak for them, but anyone selfishly breaking our laws is a real
idiot in my book (sorry for using such a harsh term, but sometimes it is called for). I don't know any of these people, but I think you should report them. I have no qualms about reporting illegal activity when I see it.
