Windows Vista Home Premium or higher comes with a
Snipping Tool that allows you to do the same thing as HoverSnap. However it does not have the ftp upload feature (that I know of anyway).
After you capture a snip, it's automatically copied to the mark-up window, where you can annotate, save, or share the snip.
