Americans are prudes...
I first traveled to Europe for work about 25 years ago...mid 90's. It was in the summer and at the end of my first day there, I thought I would hit the hotel pool for a swim. Numerous women were topless. Many were in groups with their husbands/boyfriends just enjoying the summer afternoon, (think several couples going on vaca together). And yes, there were kids/families at the pool as well. Never having seen that before, it was a bit of a culture shock to me, but for the locals, it was not a big deal at all...a non-event....just what you do. There was nothing sexual or perverted about it at all.
