Again, my interest is soley the repeal of no-rafting areas.

I see the process indicates how to apply for one but what is not as clear is how to remove or repeal an existing one.

Based on my reading it seems to get a NRZ you need the petition of only 25 people (who meet residency requirements), a public hearing, and the commissioner makes the decision.

To repeal a NRZ it appears that you need a bill filled to have it repealed and would have to go through the entire legislative process. Maybe someone can clarify but this is how I understand it would need to be done. If this is in fact the case then it clearly shows an inequity.
