I don't know how this would work but if there was some sort of a dormitory set up for seasonal workers; housing, meals and transportation and maybe work it like a temp agency to hire out workers as needed. Some small business that hires 4-5 people probably does not have the contacts or knowledge to bring in workers from overseas but perhaps some central management agency? Housing at colleges empty for the summer?
