Definitely, there are a whole bunch of policy decisions that would affect whether the price tag is lower. But it's easy to imagine that 18 kids/year is WAY subscale for a school system. So it's very likely that Moultonboro is spending more per student on fixed overhead expenses than it would as part of a larger system. If this is true, we could have a better education for the kids (more teachers/pupil) and less expense simultaneously
