He didn't put down the "whole derby", just the ones that deserved it. IMHO, whether it's the derby, or trash tossing boaters, people that use a shared space like the lake should face stiff penalties if caught messing it up.
Carry in/Carry out should be plastered all over the derby advertising and marketing materials. Same for boat yards and public docks. Along with serious big dollar fines for violations.
