Joe...I am not sure, but I think what you are talking about is a rehab center, where a patient/addict goes and stays for awhile.
What is being proposed for Laconia is a Methadone Clinic. A patient's visit is less than 10 minutes...in and out. As long as it takes to sign in, ingest the methadone, and be on their way.
