Seems like having the state administer and pay for the clinic located in the prison could be a good fit, especially if they can access federal funding. Isn't that how it's done in Norway, Sweden, and Germany.
Possibly, situating the clinic in a prison could help discourage the clients from criminal activity. You know....."It's a nice place to visit, but I wouldn't want to live there." Especially not in a 7' x 8' cell, with a roommate, unless it's Paris Hilton.

That is a great idea, any living in Laconia want to propose this to the city council or anything like, that I wonder if anyone has noticed my dismay for this and cry for help form Laconia residents
