As I read the article I understand it to mean that the "speed limit" that was violated has nothing to do with the Lake George 40mph limit, she violated a posted no wake zone, 5MPH maxum (pun intended)
So the crimes committed would also be crimes on Winnipesaukee, speed limit or no.

My immediate take on this is that the Winnipesaukee speed limit law would do nothing in this instance either. When people drink and boat this happens regardless of a 45mph speed limit, 40mph speed limit or in this case 5mph speed limit!
