You're right, it doesn't.
As far back as 1926 the courts have upheld zoning as a constitutional excercise of government's so called "police powers".
Anyway, the first real case that substantiated modern zoning regulations, including the eventual right to regulate signage, can be found in
Euclid v. Amber Realty (272 US 365, 1926).
