Without further information, and no knowledge of Texas or the area, I would guess that the public trust transferred to the non-profit because it didn't have the money to "develop" the land the way locals wanted for a "park"; the non-profit failed to raise any money to get it done. So they transferred it to the City to access the tax payers' pockets, and the tax payers voted to move it to economic development.
