The Sales Manager said that they didn't want to get in trouble with their state and would pay the Illinois sales tax for me and send the title.
HUH? I have never paid a bill I didn't owe.

They may just not feel it valuable enough to argue.
Time is money, and at a certain point... the value is not there.
