That oil penetrated the concrete, got into cracks, etc .etc. and will never go away. A quick coat of paint will just alert folks that you are covering something up. And any future owner might come after you for hiding the issue. You are at significant risk all around in my opinion, but then again, I am no lawyer. But I see lots of peril in your approach.
