And I'm disappointed at how many people view calling the authorities as inconsistent with wondering what the truth is

Seriously--knowit should call the authorities (and the store if he has not already). If a person believes that someone is damaging engines and/or the lake, that's a moral obligation.

DES can inspect professionally and then everyone will know the truth at that point. Then the problem can be fixed, and/or apologies made.
