Its a case of "scope creep". As the scope of the department's responsibilities increase so must the funds to do so. Its unfair to make them operate under the same budget constraints while adding work. I know that businesses have to operate this way, but if my family member is missing and in danger I really don't want someone with a "business like mentality" operating to find them!
Perhaps they should look at funding search and rescues from the general tax fund and other activities from license fees? Someone somewhere in the state has to perform search and rescues, so someone somewhere in the state will have to pay for it.
