It can be extremely difficult to determine who has had too many, because people learn to tone it down so they can purchase another adult beverage without letting on they had too many. That's like the oldest drinking trick in the book so the Liquor Commision should go easy on Tower Hill Tavern and have some understanding of the difficulty involved there, plus let us not forget that Tower Hill buys all their adult beverage from the nearby state liquor store.
