The pay formulas for police, fire, teachers and other government employees often have details that seem wrong to a business person; but overall these folks are the backbone of the community and are paid less than they would be in comparable corporate jobs. So I'm good with the money the government spends on them.

I agree, I'd rather see them paid more upfront. I know it doesn't save money but it would be the right thing to do. If they weren't doing all the details they'ed have a better quality of life as well, the contractors wouldn't have to figure in as large chunk of money for traffic control. we all know what happens to prices when gov employees are used. I also know none of this will ever happens, just an exercise in nation building i guess.
