Of course the contractor includes the cost in its bid. Should the cost come out of its profit? The utilities include their construction costs in their prices; supermarkets include the cost of moving snow out of their parking lots in their prices; Auto dealers include the cost of security in their prices; and on and on. The user ultimately pays for everything. Would you rather have construction on public highways with no detail? I’ve seen and read about to many contractor deaths caused by distracted drivers. Sometimes you just need to pay for things. And if you think SP are over paid I suggest that you face the guy barricaded in a house with a rifle, be the first one on the scene of a fatal accident, or break up a bar fight. They earn every penny they are paid! (And, yes there are bad apples but, there are bad apples in every walk of life. Just look around you.)
