Can anyone elaborate on this? We have such a thing here in Columbus (specifically, on the OSU campus). If the Weirs is using the OSU model... well, I will withhold comment until someone explains how the "parking kiosks" will work.

I am not sure what the OSU Model is but...
You still pay to park. The difference is that instead of feeding a meter at each parking spot, you purchase a ticket at the kiosk and place it on the dash inside your car. The ticket is stamped with the date/time etc. so the meter readers can see it and know whether to ticket your car or not.
IMHO, this only serves to collect more money for the city. There are no parking meters with "time remaining" that might benefit the next person. At best if you have any significant time on your ticket, give it to someone that may be making a quick stop for a slice of pizza because you can't do that with kiosk system.
