Back in the day..the 60's...In the NAVY..Aboard ship: We had what was generally known as
"Sea Lawyers". These were enlisted personnel who were well versed in advising other enlisted personnel in
Legal Matters. 
They had no education or other background in
Legal Matters but they were always available for consultation when someone needed
Legal Advice. There was No Fee.
