HOA's and renters
Many years ago I owned a condo that I rented out. The tenants let me know that the "permanent"residents were not welcoming and diminished the value of their stay. This was from folks who and stayed at the same place (before it was a condo) for several years. Basically telling pepole all the rules (you can't leave your towel on the dock if you leave to go to the bathroom). I suspect the "permanents" were trying to let people know the rules and be helpful, but to the renters, it came across as "We're owners, and you're renters, and we really don't want you in our condo." To me, this has been a common thread in associations where rentals are strictly regulated. The result is, it makes it harder to get repeat customers. Maybe not at Suissevale, but for me it is a common occurrence. If you are in a large complex with professional management, I think less of a problem.
