There are a variety of RSAs and Administrative Rules covering this good question.
Short answer....no.
A snowmobile by statute is defined as and held applicable to New Hampshire's various OHRV regulations. To fall under the proposed boating speed limit, a snowmobile would have to fit under the definition of vessel, which it does not.
