Aluminum docks (and aluminum canoes) would be considered "clean". Attaching teak or mahogany strips to the dock's surface would make it less valuable for scrap. A custom paint job (e.g., red, white and blue) would discourage theft.

At my former Florida home, the County once complained that "the homeless" would collect aluminum cans from the County-provided open residential recycling bins; today, the bins are wider, deeper, chest-high, and have a cover and wheels. Fortunately, the wheels have no recycling value.
