A boat does not "consume" water. By consuming you would mean that once a boat passed through a particular area of water, no other vessel could use that water.

Of course a larger boat "uses" more lake, because it is larger. Speed has nothing to do with making it "use" more lake. A 30 foot boat sitting still uses thirty feet of lake, when moving it still...
