Honest Shops.
I have a 2001 Cherokee, 2000 Sentra and 2005 C240. I found an honest shop that will tell you what the minimum requirement to pass inspection. Believe me I search high and low and made a few trips....

Differences in opinions.
Just like politics, each stations have their own opinion as to what is safe and not safe. For example the king pin in a truck may fail state tolerances yet it is within the manufacturer...
