Jumping battery in boat
I see no reason you can't jump the battery in the boat. Just make sure the engine compartment is well vented as you will get a spark when connecting the cables.

I think there are some rocks within 6' of the surface close to the marker there. I remember exploring that marker one year and you can see them under the surface. Lots of bass fisherman there too....
