Question on tubing
 
I have a single tube that hold 3 people (yes, quite large). How many observers do I need?

I believe you only need 2 now instead of the 1:1 ratio we used to need.

Lots of confusing here.
 
Back in 2008, my neighbor called the MP and told him he only need one spotter for each tube. He was pulling two 3 man tubes behind his tritoon.

One day he was out there with both tubes full and only two spotters. He was pulled over by the MP and was told he need 1 to 1. He didn't care what was told on the phone.

Did the rules change? Or did somebody goofed?

Here's The Law...
 
The law was ammended in effect June 7, 2012....Two observers required only when towing 3 or more persons not to exceed 6 people. See below...


III. No more than 6 persons may be towed on one or more inflatable tubes and no more than 2 persons may be towed on water skis, aquaplanes, or other devices from the same motorboat at the same time. When 3 or more persons are being towed, 2 observers, in addition to the operator, shall be in the towing vessel. Such observers shall be 13 years of age or older. Notwithstanding this paragraph, more than 2 skiers may be towed if a special permit is issued by the director.
